The Opioid Use Disorder Supportive Housing Capital Program provides financing for the
development of new supportive housing units for individuals or households with a
member of Opioid Use Disorder (OUD) and other co-occurring substance use disorders
or mental health issues.

NH Housing held informational sessions for the OUD Supportive Housing Capital Program to
discuss the details of the program and Notice of Funding Opportunity.

The Opioid Use Disorder Supportive Housing Capital Program provides capital funding to
projects that create new supportive housing for households with a member who has Opioid Use
Disorder (OUD) and other co-occurring disorders.

Up to $5,700,000 is available in project funding per year through fiscal year 2027.

  • Minimum of $150,000 per project
  • Maximum of $3,000,000 per project

Funding is provided in the form of 0% interest, deferred payment loans with a 30-year term and
affordability period. Projects consisting of new construction, acquisition and rehabilitation, or adaptive reuse are eligible.

Eligible housing models include Permanent Supportive Housing units and Recovery Residences
which will be certified by the state-designated certifying body for recovery residences.

Funding for the program is provided by the New Hampshire Opioid Abatement Trust Fund and
administered by the NH Department of Health and Human Services.

If you are a service provider with no prior development experience, you may be required to
contract with a development consultant to be eligible for funding. Please see the Supportive

NH Housing formed an advisory committee comprised of subject matter experts in housing and services for people with OUD to provide feedback throughout the development of the program Committee meetings were held on Tuesday, 09/17/2024, and Tuesday, 10/29/2024.
