Concord, NH – The Solar for All program has officially been approved for a $23 million subaward from the New Hampshire Department of Energy. The Governor and Executive Council voted unanimously, 5-0, in favor of this vital funding on June 25, 2025. 

This substantial investment is part of a broader initiative, with the U.S. Environmental Protection Agency (EPA) awarding New Hampshire a total of $43.51 million through the competitive Solar for All grant program. The program aims to expand access to onsite solar power systems and community solar arrays, specifically targeting low-income and disadvantaged communities across the state. This collaborative effort involves the New Hampshire Department of Energy, the New Hampshire Community Loan Fund, and New Hampshire Housing. 

“This announcement marks a significant milestone not just for our program but for New Hampshire residents who will benefit from renewable energy,” said Rob Dapice, CEO of New Hampshire Housing. “We are committed to ensuring that low-income renters can benefit from solar power, lowering their energy costs and fostering community empowerment.”  

New Hampshire Housing will focus on financing and installing solar systems on low-income multifamily properties and partnering with public housing authorities to set up solar arrays that directly benefit their residents. This groundbreaking initiative not only prioritizes community engagement and environmental sustainability but also creates workforce development opportunities through partnerships with the U.S. Department of Labor and New Hampshire Office of Apprenticeships. 

The $11.1 million in funding awarded to the New Hampshire Community Loan Fund will support the installation of community solar projects over the next five years at resident-owned, manufactured-home communities (ROCs) in N.H.   

“New England has some of the highest electricity and home heating costs in the country,” said Community Loan Fund Vice President of ROC-NH & Energy Solutions Jeannie Oliver. “That’s why we’re taking proactive efforts to bring energy solutions to our resident-owned communities. The installation of renewable energy sources can give homeowners more self-reliance over their energy situation and offset electricity bills.”
