PLAN Webinar “An Overview of RSA 79-E: Community Revitalization Tax Relief Incentive”

2026 HB 1103, enacted earlier this year, expands RSA 79-E to allow tax relief for construction of new housing units and conversion of industrial and commercial spaces to residential use. The expanded applicability is in addition to already allowed use for property in downtowns and town centers, for homes more than 40 years old, for conversion of office space to residential use, and for coastal resiliency.

This webinar will provide an overview of 2026 HB 1103, the various ways 79-E can be used, and the steps for adopting 79-E in your municipality. The webinar will also feature case studies from Keene, which recently adopted a 79-E Residential Property Revitalization Zone, and Newmarket, where a Coastal Resilience Incentive Zone was adopted.

Panelists include OPD Principal Planner Noah Hodgetts, NH Housing Manager of Community Education and Education Sarah Wrightsman, City of Keene Senior Planner Mari Brunner, and Town of Newmarket Planning and Community Development Director Bart McDonough.

After registering, you will receive a confirmation email from Microsoft Teams; check your spam folder if you do not receive the confirmation.

The webinar will be recorded and posted here.
